The moment represents the unification of the two (of 3) historical regions (principalities): Moldavia and Wallachia. This is a rectified time (using the historical events), from the time (2:38 pm LMT) given by astrologer Armand Constantinescu, who lived about 70 years ago and had access to original documents.
